The scooter is not only mechanically throttled (e.g. variomatic sleeve), but also via a speed limiter in the CDI. Without replacing the CDI, the performance speed cannot be fully utilized. Even with a larger cylinder, the maximum speed cannot be reached as high engine speeds are blocked.
